800 MHz Handheld Radios for Emergency Response
The Interurban Transit Partnership (ITP) is accepting bids for 20 to 25 all band portable handheld radios and accessories to support our Emergency Management protocols. Lives often depend on calls getting through to the right person at the right time, so that a fast and coordinated response can be put into action. We are looking for handheld radios that offer secure and interoperable communication to effectively communicate with public safety agencies and first responders during emergency events, incidents, or crisis.
Proposals are due Wednesday, June 9, 2021, 2 p.m. Eastern Standard Time. ITP has joined the Michigan Inter-governmental Trade Network (MITN). This group of agencies has joined forces to create a regional bid notification system to notify companies of new bid opportunities. Register with MITN here. All documents and submittals will be processed through MITN. You can view listings of current solicitations as well as contract award information. To download bids, proposals, or formal quote documents and addenda as well as receive email notifications, you must complete a brief online registration process. There are no fees related to registration on this site.
Proposals shall be subject to all applicable State and Federal laws and subject to financial assistance contracts between the ITP Board and the United States Department of Transportation under the Urban Mass Transportation Act of 1964, as amended, and the Michigan Department of Transportation. The selected contractor(s) will be required to comply with all applicable Equal Employment Opportunity laws and regulations. All proposers will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.
The ITP Board hereby notifies all proposers that it will affirmatively insure, in regard to any contract entered into pursuant to this advertisement, that Disadvantaged Business Enterprises will be afforded full opportunity to submit proposals in response to this Invitation for Bid and will not be discriminated against on the grounds of race, religion, color, sex, handicap, or national origin, in consideration for an award.
The ITP Board reserves the right to postpone, accept, or reject any and all proposals in whole or in part on such basis as the ITP Board deems to be in its interest to do so, subject to the rules and regulations set forth by the Federal Transit Administration and the Michigan Department of Transportation.
No bid may be withdrawn for at least sixty (60) days after the scheduled closing time for receipt of proposal. Proposals shall be submitted in the format prescribed in the attached Bid.
Bids will be evaluated based on the lowest responsive and responsible bidder.
The bid will be awarded to the lowest responsive and responsible bidder(s).
SCOPE OF WORK
The ITP has found the Motorola APX8000 All Band Portable Model 2.5 would meet the needs for this project. Handheld 800 MHz radios produced by other manufacturers will be considered upon request of pre-offer change or approved equals. Ref: Attachment 8.
1. Bid quantities shown are approximations only. Actual requirements may be more or less than the quantities shown. Quantity will be dependent on price.
2. Equipment must support our current UHF frequency as well as 800MHz.
3. Bid will in include MPSCS (Michigan Public Safety Communications System) activation fees and all other programming fees to include Rapid current UHF frequencies.
4. In order to be considered responsive, the bidder will submit prices on all items including optional equipment.
